Abstract

The paper deals with the "Russian-Turkish situational alliance in the Black Sea region", their economic interests, and political or military actions based on these interests, which have a decisive impact on the processes taking place in the entire region. Drawing on Charles Kindleberger’s theory of hegemonic stability, the study argues that the region is characterized by the dominance of two major power blocs: NATO (represented by Turkey) and the EU, and the opposing coalition led by Russia in partnership with Iran and North Korea.

At the heart of this confrontation lies a struggle over control of vital economic flows that traverse the Black Sea, a region that serves as a strategic bridge between East and West, North and South. Both blocs seek to command these flows to expand their global influence. In this context, the application of Kindleberger’s theory becomes essential to assess the balance between military assertiveness and economic liberalism, particularly under the pressures of today’s volatile geopolitical climate. Maintaining peace and ensuring the steady development of the processes requires agile and coordinated responses.

The core premise of the hegemonic stability theory is that the establishment of a socially oriented liberal economic order necessitates the demonstration of military superiority. Such superiority enables a hegemon to enforce order both domestically and internationally, facilitating the promotion of its own and allied interests and contributing to a global liberal and mutually beneficial system.

The paper also offers a historical overview of Russian-Turkish relations in the Black Sea, outlines current realities, and considers possible future scenarios and strategic implications for the region.
