Abstract

In the modern information age, where crises, military conflicts, and hybrid threats continuously reshape the global agenda, strategic communication is regarded as one of the key mechanisms that enables states, societies, and security systems to cope with these challenges and strengthen civil resilience. This article examines the theoretical foundations of strategic communication and its role in ensuring civil resilience under crisis conditions. Strategic communication implies purposeful and coordinated influence on individuals and groups through the reinforcement of trust, the promotion of national unity, and the enhancement of public awareness. The study analyzes existing academic literature and employs the case study methodology. Empirical examples include the practice of strategic communications during the 2022 Russia–Ukraine war, based on international media analysis and the examination of disinformation cases. The findings demonstrate that effective management of the information environment is as crucial as traditional military operations. Strategic communications contribute to the protection of the national narrative, the deterrence of the aggressor, the mobilization of society, and the acquisition of international support, thereby substantially reinforcing civil resilience.
