Abstract

The paper explores two main hypotheses in international politics, the theories of balancing and bandwagoning. Each leads to different conclusions about state behavior under external threat. The study finds that balancing is more frequent as a mechanism of security stabilization, while bandwagoning represents a more opportunistic and situational behavior. The paper also discusses how these hypotheses affect the foreign policy choices of small states, including Georgia.
