Modern and International Methods of Public Administration in the Era of Globalization

Abstract

The purpose of this paper is to examine the development of modern and international methods of public administration in the era of globalization and digital transformation. It analyses how Georgia’s public administration system adapts to global trends, what challenges it faces, and how effectively innovative governance approaches are integrated into national policy and administration. The theoretical framework is based on four key models: New Public Management, Result-Oriented Governance, Data-Driven Governance, and E-Governance. The study employs an integrated methodology, including Case Study, Content Analysis, and the Deductive Explanation Model. The findings confirm that the development of digital governance in Georgia has significantly improved the transparency and accessibility of public services; however, regional inequality and cybersecurity remain major challenges. The scientific novelty of the research lies in the comparative analysis of Georgia’s administrative practices with international models, which helps define the country’s strategic development directions and the need for continuous reform.
