Peculiarities of Regulating Global and National Security Cooperation

Abstract

The phenomenon of globalization has become the dominant factor in modern international relations and has reached a grand scale. The threats and challenges emerging in the contemporary international security system are gaining increasing relevance. The international community faces acute and problematic developments that had not previously appeared. Globalization exerts a significant influence on the international security system itself, and its reference points play a certain role in shaping it. Against this background, the emergence of new types of threats characterized by their asymmetric nature has become a major defining circumstance. When discussing symmetry and asymmetry in international relations, it is important to note that these concepts are used for analyzing entire entities, as well as for studying their structures and components. Both notions are useful for examining the relationships among parts of a whole, rather than for analyzing separate, independent elements. It is crucial to trace the transformation of these concepts from natural sciences into the realms of social and political sciences and to analyze their implications. In most global political conflicts, the opposing sides often confront each other on ethnic grounds; however, the scale of their escalation extends beyond ethnic dimensions to include political, economic, and ecological motivations. Overall, it should be noted that the essence of globalization can be defined in a general context. According to one definition, globalization ultimately represents a process in which the participating actors and institutions (at the international level) directly influence and shape global political developments. Through this process, they steer, control, and define the trends of these global phenomena.
