Abstract

The article states the fact that while implementing measures against drug addiction, it is not desirable to deviate too much either towards liberalization or repression. It does not require balanced, organizational, legal decisions based on the specific features of each country or region and the stage of economic and social development necessary for that region or country, which will consider the historical, cultural, political, and other realities of these regions or countries. Otherwise, we will get undesirable results, examples of which are numerous in the world's history of drugs.

The paper highlights that it is necessary to strive constantly for the states to find a common approach in the strategy against drug use, to be uncompromising in the issues of its illegal production and distribution, and everything should be implemented based on mutual consent and compromises. In our opinion, in order to prevent the illegal production and circulation of drugs, it is appropriate to implement appropriate policies and programs aimed at society and individuals, as well as improving public health, stimulating economic development, improving the situation in the field of public safety, and reducing socio-economic inequality.

Illegal use of drugs is not limited in any street, city, or country; it covers most spaces of the world. It is not enough to take measures at the national level to solve drug addiction problems. The fight against drug addiction is an international and transnational challenge.

Although international cooperation is at the core of the international control system, its effectiveness at the global level has not been adequately evaluated. This makes us think that it is necessary to change in the meantime, develop more complete tools for tracking the progress of international cooperation, which will allow us to better assess positive trends and possible obstacles that may hurt effective cooperation.
