Stalin Personality Cult Criticism Influence on International Relationships

Abstract

On February 13, 1956, the Presidium of the Central Committee decided to submit a proposal to the Plenum of the Central Committee of the Communist Party of the Soviet Union (CPSU). They proposed to appoint N. Khrushchev as the rapporteur, in case they needed a report on the cult of personality at a closed session of the Committee Presidium. This blatantly violated the tradition of preparing not only for the congress, but for any major party event in general. This was a gross violation of the tradition of preparation, not only for the congress but for any major party event in general. It happened so that they first approved the speech and then prepared it. 

Khrushchev's secret report to the 20th Congress of the CPSU, which was immediately declassified, harmed the Soviet Union's foreign policy and the world communist movement, and caused serious crises. Khrushchev's report provided a legal basis for both the communist parties around the world and for individual communists to be apart from Moscow's policies.
