Domestic Competencies of the President of Georgia In the Context of the Constitutional Reforms of October 13, 2017

Abstract

This paper discusses the constitutional reform implemented in the Constitution of Georgia on October 13, 2017, the list of domestic competencies of the President, which were reduced to a minimum, and the problematic issues arising in this direction, ways to solve them, and expected results.

Special attention is paid to such important competencies characteristic of the institution of the President as participation in the process of forming the executive branch and his participation in the discussion of individual issues at government meetings, which were excluded from the powers of the President as a result of the aforementioned constitutional amendments.

The discussion of the issues raised in the paper and the reasoned conclusions provide an answer to the question of whether, under parliamentary rule, the President, as the head of state, can participate in the government formation processes and participate in the discussion of individual issues raised by him at the meetings of the government.
