Designing a Business Process for Evaluating the Effectiveness of the Use of Information Technologies and Systems

For successful functioning of organization, information technologies and systems must be properly selected/designed, implemented, and, no less importantly, their development must be proceeded properly. Information technologies and systems are not introduced or developed spontaneously; their design/acquisition, processing, and development are carried out on the basis of an information technology strategy and, within its framework, information systems sub-strategy. It can be said that an integral and important part of the work at each stage of the life cycle of information technologies and systems is the assessment of their effectiveness. The effectiveness of information technologies and systems is assessed using various approaches and methods, focusing on different parameters. There are many types of parameters and their classification for the effectiveness assessing of information technologies and systems.  In the paper it is discussed a classification of parameters according to which parameters are divided into two groups based on their evaluation methods: relative and absolute.  Relative evaluation is divided into the following groups: evaluation of task performance and labor productivity indicators, while absolute evaluation combines evaluation of operational, technical, and economic efficiency indicators. In the paper there are presented methods for assessing effectiveness based on these indicators. It is worth noting that the abundance of evaluation parameters and methods leads to certain problems in terms of their selection. Each company chooses for itself what parameters and, accordingly, what methods to use to assess the effectiveness of information technologies and systems. In the paper it is payed special attention to the process of evaluating the effectiveness of information technologies and systems, which in turn must be conducted correctly and optimally. For this purpose, the development of a business process for assessing of the effectiveness of information technologies and systems, the construction of a business process model, its simulation, and the discussion of the results of this simulation are presented.
