Abstract

The 2020 and 2024 parliamentary elections in Georgia differ significantly in both legal framework and technical organization. In 2020, a mixed electoral system—combining proportional and majoritarian elements—was in effect, whereas in 2024, the system transitioned to a fully proportional model. The technical aspects of voting also changed considerably. While media operations were legally regulated in both years, the 2024 elections introduced more clearly defined and stricter criteria for media participation.
