Abstract

Neocolonialism is a new form of classical colonialism. Many former colonies have not lost their dependence on the colonial countries. The maintenance of this dependent relationship is primarily due to the lack of the colonial countries' own technologies, educational programs, cultural policies, and economic understanding. France is one of the countries that still continues neocolonialism, with no emphasis on human rights within the framework of colonial politics, and who today falsely pretends to be a champion of human rights and international law. Today, instead of taking responsibility for its colonial past, bloody colonial crimes and acts of genocide and learning from history, France is trying to implement neo-colonial policy in the South Caucasus region by supporting Armenian separatism in the Karabakh region of Azerbaijan, aggression of Armenia and groundless territorial claims.
