WORLD ORDER AND THEORETICAL FOUNDATIONS OF ITS DEFINITION

The article examines healthcare management as a science involving managing, regulating, and controlling financial, labor, and material resources in healthcare. The goal of healthcare management is to minimize societal losses from morbidity, disability, and mortality within the available resources. The article notes that, concerning medical and industrial activities, the concepts of “management” and “manager” can be legitimately extended to the following processes and individuals overseeing these processes: (i) the management of production and economic activities of state healthcare organizations that directly provide medical services; (ii) the management of production and market entrepreneurial activities of commercial healthcare organizations by hired managers engaged by the owners. In some cases, the owner or proprietor of the business may also perform managerial functions; (iii) direct management of medical and auxiliary personnel delivering healthcare services. The author believes healthcare management involves managing a complex, socio-technical, open, dynamic system. The specific nature of the object makes its management exceptionally challenging.
